There are three ways to buy a steel building in Southern California. You can buy a kit online and become your own general contractor. You can hire a manufacturer's dealer who sells the steel and hands you a referral list for everything else. Or you can sign one contract with a licensed general contractor who owns the entire outcome β€” engineering, permitting, site work, engineered foundation, erection, and finish-out.

What 'Turnkey' Actually Means (and What It Usually Doesn't)

In this industry the word turnkey gets used loosely. Ask any bidder to put the following in writing: who stamps the drawings, who submits and defends the plan check, who pays for correction cycles, who provides the soils report, who forms and pours the foundation, who erects, and who calls the inspections.

A real turnkey contract answers all seven with one name. If the answers span three companies, you are the general contractor whether you signed up for that role or not β€” and every gap between those companies becomes your schedule risk and your change order.

Our contracts name a single responsible party for the full chain. That is the practical difference between a building that gets finaled and a project that stalls between vendors.

Phase 1 β€” Design, Engineering, and the Wet Stamp

Every steel building in California requires wet-stamped structural drawings from a California-licensed engineer. Out-of-state manufacturers routinely quote against generic drawings that will not pass a California plan check, which is why their number looks lower.

We start with your use case β€” shop, garage, RV storage, ag building, barndominium shell β€” and size the frame around real loads: seismic design category, wind exposure, snow if you are at elevation, and any collateral load for lifts, cranes, solar, or mezzanines. Telling us about the two-post lift before engineering is free; telling us after the slab is poured is not.

Design freezes before permitting. Changing the door schedule after plan check submittal is the single most common source of avoidable delay we see.

Phase 2 β€” Permitting Across SoCal Jurisdictions

We pull permits in Los Angeles, Orange, Riverside, San Bernardino, San Diego, Ventura, and Santa Barbara counties. Each behaves differently: LA city runs long plan checks with multiple correction cycles, Orange County is comparatively efficient, and the Inland Empire's unincorporated areas move fast but carry high desert wind loads.

Our submittal package includes site plan, foundation plan, framing plans, anchor bolt layout, soils report, Title 24 documentation for any conditioned space, and the CalGreen checklist. Complete-on-first-submittal is the goal, because each correction cycle costs two to four weeks.

We also handle the pre-submittal meeting, which is free in most jurisdictions and regularly saves more time than any other single step.

Phase 3 β€” Engineered Foundation, Self-Performed

We do not take slab-only or flatwork-only jobs. Every foundation we pour is engineered to the building it carries: typical residential and light-commercial work runs a 4-inch slab with 12x12-inch perimeter footings and rebar at 18 inches on center, hooked down into the footing, over vapor barrier and compacted subgrade.

Anchor bolt placement is the moment where a project either goes smoothly or turns into a field-modification nightmare. Because we pour and erect, our template layout matches our steel. There is no finger-pointing between a concrete sub and an erection crew, because both are us.

Phase 4 β€” Erection and Finish-Out

We erect cold-formed, tubular, and red iron systems, and we install buildings from all major manufacturers β€” Cold Steel Concepts first among them, as our sister company. Torque specs, panel alignment, closure strips, and flashing details are where a building either stays dry for thirty years or leaks in year two.

Finish-out is scoped to whatever you need: insulation, interior framing, electrical, HVAC, mezzanines, wainscot, and matching trim packages. We can also stop at a dried-in shell if you plan to finish the interior yourself.

How to Compare a Turnkey Quote Against a Kit Quote

Take the kit price and add: California-stamped engineering, soils report, permit fees, site prep and grading, engineered foundation, crane and erection labor, doors and openings installation, trim and flashing, and inspection coordination. That is the honest comparison.
